When creating a fictional environment, should I build a story first or let the story inspire me?

What came first? The chicken or the complex sociopolitical landscape of sick empires and religious divisions?

Jokes aside, I wondered what other people found most satisfying; Create a dense story first or let the narrative inspire the universe. I fear that if I keep moving forward in the narrative without a robust “skeleton”, I will create many loose ends or distort the general tone of the story that will feel like a mosaic.

I love traditions and history, but I feel that my strength is in the narrative of the characters.
