Having the character and the world but not the plot.

I have this world of history that I love with characters that I adore, but I am struggling to find a good plot for them. I tried to write a novel, but it plummeted. I tried short stories but got the writer’s block. Suggestions? Advice?

My story is a fantasy set on earth in modern times. It has werewolves, vampires, elves and other humanoids. Each species has its own separate culture, some fit well and others do not. Some try to mix with humans and others try to avoid them.

My main set of characters includes a pack of werewolves (including a trio of puppies), two vampires, a phoenix and a human dragon.
