When / how does a chapter end?

So, some background: I am working on my first cosmic horror novel / potential novel, which is a parallel project but I would still love to finish. I'm not an inexperienced writer, but I've never tried writing chapter-based projects before, so I'm a bit lost on how phraseology (musical term) would work with chapters. How would you know when to finish it? If it contains a lot of content in multiple configurations, when would you know when to stop?

A more important reason why I am a little confused about this is because I feel that if I separated it as I specifically wanted, the chapters would be very short compared to other novels. I heard that around 2,000-5,000 is safe, but I don't want to feel that I am extending this project to meet the word count criteria.
