My villain begins to look like a good guy, while my hero is becoming a bad guy.

My villain is destined to be a descendant of a royal family from a long-dead empire and he is trying to recover that empire.

The villain interacts with the hero destroying his tribe and separating him from his father and his tribe. Hero is going to fight the villain when he starts killing people and turns people who are not descendants of the empire into slaves.

Perfectly good reason for the villain to be evil and be defeated. But, the villain had friends and children, whom he loves very much. While the hero does some bad things about the story, I do this to make it appear that the hero can also be bad.

But he has reached a point where the villain looks good and the hero looks bad, any advice to fix this?
