How do you write a character that travels a distance?

Is it bad if a plot twist is predictable?

My antagonist hides his identity due to his personality and plot reasons (he is doing illegal things). At first I did not consider it as a plot twist, but in the current draft its identity is revealed in the third act. Then it becomes a mystery that prevails in most of history. The problem is due to the lack of false clues, the reader can probably guess who he is.

Maybe you should reveal your identification to the reader before and let them laugh at the protagonist who is trying to solve it. What you think?
