What do the editors mean with "stimulation off"?

I just rewrote stories after ten years thanks to my fiance.

Of the three places where I presented two stories, I got personal responses from all the editors that were mainly positive (well done, intriguing, got my attention), but finally they all happened because "the pace was not entirely correct."

I have no idea what that means or how to practice its repair. My beta readers said they don't see what they mean.
